With the overwhelming deployment of data centers for AI across the country, what would be the potential threat posed by an adversary’s bot farm, capable of hitting these centers and depleting our nation’s resources with spam requests?

I understand that this may sound unusual, but almost all of these AI systems are free to use and access. Moreover, their resources are primarily tax-deductible in the US as they consume water and electricity and et al.
