Why does the Chinese version of AI products have less censorship?

I find it funny that the international version of a Chinese llm has less censorship than say an american or european counterpart. I say specifically the international version that they release vs. the more restrictive version they have for their domestic audience. My theory is they don't really care to add too many restrictions since they're not gonna have repercussions from their own government plus they don't have the resources to worry about safety like OpenAI does so they take shortcuts.
