Why do LLMs ‘decide’ to answer our questions? Why don’t they just ignore us?

As I'm learning more about neural nets it seems like there is nothing inherent within the net itself that requires an LLM to answer back when we ask it a question. It could simply be silent or ignore us. From what part of the neural net does the desire to talk with us or answer our questions come from?

Is this trained into them at first? Is there something additional in LLM programming that creates an initiative or reward for providing an answer to questions? Or is it just some hard coding?
