what are the pros of doing something like an ai server or workstation build versus a normal ai build?

I was looking around on some PC part buying and building sites, and the thought occurred to me to consider looking into an ai server type build, which seems really expensive to just outright buy,
but that could be due to what's going in to them. for the cheapest one I can't even pick a GPU to put into it, so I don't get how they're calling it a deskside ai server. then the prices take a massive jump into a minimum of almost $25,000 USD.
so I guess the question becomes if you could get a intel based workstation with a intel Xeon w5-3435X processor, 64GB ECC registered DDR5 4800 memory with 40 CAS latency, no GPU with the plan to put in 2 3090's, either base or ti depending on the consensus of which is better, a 480GB m.2 NVME SSD os drive, windows 11 pro, and a 1.92TB sata 1DWPD SSD, for a little under $4,800 USD before taxes. does that sound like it's better or more viable than going with a more traditional dual GPU setup?
or just building a server type setup? if anyone has experience building one that is, I find myself wanting something that will be upgradable for future proofing, but still run with windows, as linux is something my brain has no capacity to learn.
I don't know if the best in that case is some kind of server setup? if a server is the way to go for future proof ability, does anyone have a recommended way to go about making one and where to look for parts?
I have a newegg card that I usually pay purchases off with the 0% interest for x amount of months plans, so I usually go there. that's where I built my current custom PC's part list from for the most part. thanks for any engagement I get, feedback is welcomed.
