Part II of the AI existential risk conversation is about to begin, driven by Anthropic's latest AI misuse report

On September 10 Anthropic released its latest 'Detecting and countering misuse of AI' report. (Interesting timing.)

I've read through a few sections of this report and have some thoughts:

  1. One of the biggest critiques about the 'AI will end civilization' warnings is that they aren't specific. What risks? What time frame? What impact? This report provides specifics that can be used to answer these questions.

  2. The report outlines how Claude was used to aid research into pathogens. Some of the work was done anonymously, and from countries where Claude access is restricted. This will raise concerns about AI risks further.

  3. Bad actors are doing this work (hacking, biological research, weapons development) with non-frontier models, including Haiku. (Fable not required.)

Here's where I think things will evolve from here:

- U.S. Congressional hearings: I expect hearings to be conducted soon on this issue featuring the heads of all AI labs, and this report will be referenced heavily

- More chatter about restricting open weight models: The risks of open weight models will be emphasized. Anthropic's (and the U.S. government's) commentary about Chinese-led distillation efforts will fuel worries. Alibaba, which has one of the most popular open source models in the world, will be scrutinized.

- AI intelligence proliferation conversations will intensify: The question will be: Anthropic stopped these attempts. What's stopping bad actors from using open weight models and bypassing these restrictions? The conclusion for some: We need to limit access to open weight models for national and civilizational security reasons.
