Open Source and Regulation

Couple of questions. I will preface this by saying my knowledge of Ai is limited to essentially using Fable/Opus in a terminal window, nothing beyond that.

  1. I personally believe a lot of the fear being spoken of is part true, but also part marketing. I believe those who say these frontier labs like Anthropic and OpenAi are pushing regulation so they can keep market share, create a moat around their business and basically make open source next to impossible. Thoughts?

  2. I don’t know if this is true, but my understanding on Open Source is that it’s safer in terms of its ability to cause extreme existential type of damage. A piece of open source on a local server wouldn’t have the infrastructure or power backing it to do really heinous things. Not to say it’s not capable of doing damage, but if we’re talking about like the real doomer scenarios, isn’t that pretty unlikely with open source?
