I need an app that can create an animated loop of 7-8 seconds based of the image I upload, is there any such app?

So guys I’m an artist and I wanna add a visual canvas loop to my Spotify album page. The image which I have attached is the one I wanna make a loop in, If there’s any app out there, where I could like give a command(maybe something like the eye must blink every 3 seconds.) and it gives a loop.
