How do you do the AI songs with famous voices?

I’m curious to know how this is done and I’d love to mess around with it, but I have no idea how/where to start.

Is it done online by uploading to servers on a particular site? Can it be done offline with software installed locally?

If someone could help me figure it out that would be great!
