A model which allows itself to learn?

I downloaded my DNS from a company where I made an ancestry test, was wondering if GPT-4 would be able to find health issues or anything useful from it, obviously it is too long as an input and got an error. Now I have this question, let's say that GPT-4 did not have any idea how to do it, what model would be able to get something as a request then understand that it can not do that, then trigger something in it which starts gathering and making new neurons when necessary and new connections with the appropriate neurons so that it eventually can make sense of what I ask.
